Annual Business Meeting of the Idaho Chess Association
The Catering Room, 827 Main Ave. West, Twin Falls, Idaho

The 2008 annual ICA business meeting was called to order by President Jeff Roland at 8:10 am on Sunday February 17, 2008.

It was determined a quorum of ICA members was present so the meeting could proceed.

OLD BUSINESS

Jeff asked for a motion to accept the minutes of the 2007 meeting as presented and read.

Jim Stark so moved with a second by Mrs Abderhalden. Motion carried unanimously.

Jeff asked for a motion for nomination of officers and explained about the appointment of Barry Eacker as Secretary/Treasurer as well as retaining Dick Vandenburg in the position of Board Member in charge of Scholastic Development and that a confirmation was required in order for Eacker to complete the term.

Tom Booth expressed his satisfaction with the smooth operation of the organization the past year.

Vice President Jay Simonson discussed the parliamentary procedure involved.

A motion was made by Jim Stark to retain all present appointments and board memberships as they were. Garrett Reynolds second.

The Website Develpment position was discussed briefly touching on William Mabry as a possible candidate. Jeff also burned some time discussing delegation of authority. It was about this time that Jeff knocked a glass container of pickled vegetables onto the floor. Rags, paper towels and napkins appeared by numerous contributors to repair the mess. We took it as a sign so.............

Motion by Garrett Reynolds to close process. Victor Watts second.

Secret ballots were handed out and nine voting members were unanimous in carrying the motion confirming Eacker and Vandenburg.

NEW BUSINESS
The need for an Idaho delegate to the USCF for 2008/2009 was discussed by Jeff. The present delegates were Glen Buckendorf (Primary) and Jeff Roland (Alternate). Glen Buckendorf expressed his desire to withdraw from this responsibility due to valid reasons. Nominations were opened for a new delegate.

Jay Simonson nominated Garrett Reynolds as Primary Delegate. Barry Eacker second.

Motion carried unanimously.

Tom Booth nominated Jeff Roland as Alternate Delegate. Garrett Reynolds second.

Motion carried unanimously.

The need to amend the ICA Constitution to allow only one signature on the ICA account was discussed by Jeff Roland. Victor Watts expressed concerns that one signature may not provide enough accountability. Motion to close discussions by Garrett Reynolds. Second by Jim Stark.

Motion carried unanimously.

Jeff entertained motion to modify ICA Constitution Article Four: Voting Rights. After much animated discussion, Jim Stark moved that this proposition should be tabled for further discussion at a later date. Garrett Reynolds second.

Motion carried unanimously.

The site for the 2009 Idaho Closed was discussed by Jeff Roland. Pocatello (ISU) was suggested as a possible site but Jim Stark and others expressed concerned about the dangerous condition of the roads creating hazardous travel conditions for the majority of the players that would need to travel. Victor Watts suggested that Twin Falls is the most centralized site for the Closed. Dan Looney mentioned McCall may have an available site, but winter conditions seemed prohibitive. Most of the discussion leaned toward Twin Falls as the site and most players felt that the attendance would be about the same whether the event was in Twin Falls or Boise. It was determined that Jeff would decide the site and announce it on the ICA website at a later date.

Financial report = same as last year as far as $$$

Expenses have increased dramatically for the Idaho State Scholastic tournament since the schools have decided that the ICA needs to hire security guards and the insurance policies are becoming increasingly prohibitive (around $250) which may cause the EF for the event to increase to at least $20 per player in order to offset ridiculously exaggerated expenses.

The 2008 Southern Idaho Open will be held in Twin Falls in November this year, since the Club 93 Casino in Jackpot announced we would no longer be able to acquire their meeting room. Barry Eacker will coordinate.

The ICA Summer Classic will be held either July 15 or July 29 in Twin Falls if a site is available. If there is an event, it will be posted on the website.

Victor Watts of Pocatello has offered to coordinate tournaments in the Pocatello/Blackfoot/Boise areas with other events happening in those cities.

The Tri-State match update was discussed.
